The Chippewa County Board of Commissioners met in Special Session on Tuesday, February 8, 2011 in the Courtroom of the Chippewa County Courthouse.
Present: Commissioners Ted Postula, Don Cooper, Jesse Knoll, George Kinsella, Don McLean, Jim Moore and Chairman Scott Shackleton
Also Present: Sheriff Robert Savoie, Julie Beck, Scott Brand, Treasurer Margie Hank, Fred Smith, Marlene Murphy, Robert Stratton, Administrator Jim German, and Diane Cork, County Clerk
Fred Smith, Smith and Company, spoke on a foreclosure home that is located at 307 Bingham Avenue that could possibly be a good location for an additional parking lot for county personnel.
Julie Beck spoke on attorney ethics and suggested that Robert Stratton be appointed Chief Public Defender with the appropriate pay step.
Agenda Item – Public Defender’s Office
It was moved by Commissioner Moore, supported by Commissioner Knoll, to relieve the Public Defender of her position and replace her.
Discussion followed on replacing the position, the elimination of the Public Defenders Office, and contracting out services.
On a voice vote, the motion carried with Commissioner Cooper voting no.
It was moved by Commissioner Moore, supported by Commissioner Knoll, to temporarily elevate Robert Stratton to Chief Public Defender and advertise for applications.
Discussion was held on the pay grid and adjustments, functioning of the office and conflict cases and contractual services.
It was moved by Commissioner Moore to ask Mr. Stratton to step up into those duties and at the same time advertise for resumes/applications for the position that the Public Defender left, both at once. Motion failed for lack of support.
It was moved by Commissioner Kinsella, to amend the motion previously made by Mr. Moore to temporarily elevate Robert Stratton to Chief Public Defender, but not to advertise for any additional positions until the Board decides what is going to happen with the office. Commissioner Cooper supported the amended motion. On a voice vote, the motion carried with Commissioners Knoll, Postula and Shackleton voting no.
On the original motion as amended: On a voice vote, the motion carried with Chairman Shackleton voting no.
It was moved by Commissioner Cooper, supported by Commissioner Kinsella, to go out for RFP’s for the Public Defenders Office. On a voice vote, the motion carried with Commissioner Knoll and Postula voting no.
Having completed the agenda item, it was moved by Commissioner Cooper, supported by Commissioner Kinsella, to adjourn. On a voice vote, the motion carried. The Board did adjourn at 6:03 p.m.
