The Chippewa County Board of Commissioners met in regular session on Monday, June 11, 2012 at 6:05 p.m. in the Courtroom of the Chippewa County Courthouse.

Additions/Deletions to Agenda
It was moved by Commissioner Knoll, seconded by Commissioner McLean, to adopt the agenda as presented. On a voice vote, the motion carried.
Correspondence Received in the Clerk’s Office
It was moved by Commissioner McLean, seconded by Commissioner Kinsella to acknowledge the correspondence received in the Clerk’s Office and, if necessary, forward to the appropriate committee. On a voice vote, the motion carried.
Approval of County Board Minutes
It was moved by Commissioner Moore, seconded by Commissioner Knoll, to approve the County Board minutes of May 14, 2012. Commissioner McLean noted the following typographical error:

Recognition Awards for Prison Escape
State Representative Frank Foster addressed the Chippewa County Board of Commissioners in awarding a certificate of recognition, directed to Detective Sgt. Greg Postma of the Chippewa County Sheriffs Office and Trooper Daniel Brown of the Michigan State Police, for capturing an escaped convict who walked away from the Chippewa County Correctional Facility in Kinross on February 29, 2012. “They were instrumental in locating and capturing an escaped inmate,” said Foster. “Without their actions this convict would have succeeded in his escape.”

Commissioner Don Cooper expressed his concerns with the asbestos removal phase of the County Building renovation.
County Administrator Jim German stated “They’re taking every possible precaution that can be followed.” Chairman Shackleton added that monitors will be installed to assure that the asbestos is not getting into the air.

City Police Contract Extension
Administrator German presented a request by the City to extend the police contract for leasing space in the County building until August 10, 2012.
It was moved by Commissioner Cooper, seconded by Commissioner Moore, to approve a lease extension with the City police until August 10th 2012. A discussion took place.
Commissioner Moore stated that there is a provision adding a 21 day ‘get out’ clause in the event something happens.
On a voice vote, the motion carried together with the above referenced provision. Commissioner McLean voted no.
2012 Taxable Values
Sharon Kennedy presented a report on taxable values, tax rates, revenue projections and roll processing for 2012.
It was moved by Commissioner Cooper, seconded by Commissioner Moore, to accept the taxable value report for 2012. On a voice vote, the motion carried.
Claims and Accounts
It was moved by Commissioner Cooper, supported by Commissioner Knoll, to recommend the approval of the May general fund claims totaling $244,053.33, other fund claims of $297,643.11, payroll of $460,062.11, health department claims of $439,908.18, total claims of $1,441,667.33 and vouchers H-1 through H-248. On a voice vote, the motion carried.
It was moved by Commissioner Cooper, seconded by Commissioner Moore, to approve the budget amendments to coincide with the audit report. (See attachment 1). On a voice vote, the motion carried.
It was moved by Commissioner Cooper, supported by Commissioner Kinsella, to approve the June budget adjustments. (See attachment 2).
Commissioner Cooper stated that those particular budget adjustments were recommended by the auditors as they suggested closing out some accounts that had no activity in them. He added that they’re very small amounts, “We’re going to move it into the general fund and close those accounts out.”
On a voice vote, the motion carried.
It was moved by Commissioner Cooper, seconded by Commissioner Moore, that the Finance, Claims and Accounts committee minutes of June 7, 2012 be accepted as presented. On a voice vote, the motion carried.
The following resolution was offered by Commissioner Moore, as amended, to include the senior meals verbiage and seconded by Commissioner Cooper.
CHIPPEWA COUNTY BOARD OF COMMISSIONERS
RESOLUTION # 12-14
RESOLUTION IMPOSING 2012 PROPERTY TAX LEVY PURSUANT TO
MCL 211.24e, 211.34, 211.34d, 211.36, 211.37, and 211.44a, AND NOTICE OF CERTIFICATION OF 2012 COUNTY TAX LEVY
WHEREAS, CHIPPEWA County is authorized under the General Property Tax Act, Public Act 206 of 1893, as amended, to levy and collect its allocated and voted property taxes; and
WHEREAS, the General Property Tax Act has been amended by Public Act 357 of 2004, being MCL 211.44a, to require each Michigan County to levy and collect its allocated millage in the summer; and
NOW, THEREFORE, BE IT RESOLVED, that pursuant to Public Act 357 of 2004, 6.15 mills, which is the County allocated millage, after application of the “Headlee” millage reduction fraction, shall be levied and collected on July 1, 2012, and,
BE IT FURTHER RESOLVED, that other County operating millages, as authorized by the voters, i.e., EMS millage of .4275 mill, Road millage of .9879 mill, Recycling Programs millage of .5000 mill, Jail millage of .6000 mill, and Senior Programs millage of .4994 mill, after application of the “Headlee” and other applicable millage reduction fractions, will be levied and collected on December 1, 2012, and
BE IT FURTHER RESOLVED, that the Treasurer of each city, village and township in CHIPPEWA County is directed to account for and deliver the County tax collections for 2012 in accordance with the provisions of statute pertaining to such collections; and
BE IT FURTHER RESOLVED, that this Resolution constitutes certification of the levy of the County millages as above described and as set forth on the attached 2012 TAX RATE REQUEST (L4029); and
BE IT FURTHER RESOLVED, that the County Clerk shall deliver a copy of this Resolution by first class mail to the Treasurer of each city, village and township in CHIPPEWA County.

Let it Be Known, that it is with great pride that the Chippewa County Board of Commissioners join together with the employees and residents of Chippewa County, to express their appreciation for Gary Goetz upon his retirement.
Gary Goetz has served the citizens of Chippewa County through his devotion of his duties, and for this we extend our thanks. Gary Goetz has provided
outstanding service to countless individuals for thirty years.
Gary Goetz has taken personal pride in his work with Chippewa County’s Health Department which he worked for; he has worked hard to continue the
improvements for Chippewa County’s residents.
Gary Goetz through his high performance standards, his kind friendship, his
dedication, his enthusiasm, and his kindness to his fellow workers and
citizens place him in the highest of categories.
IN SPECIAL TRIBUTE, therefore upon his retirement from Chippewa County, this document is signed and dedicated to honor Gary Goetz, for his countless contributions to Chippewa County, and the individuals he served so well. For his untiring efforts in improving County Health Department service to the citizens of this County, we join together to extend to Gary Goetz a gracious thank you for a job well done.
